ON PERFORMANCE ANALYSIS OF TURNING COUNTRY INTO DISTRICT IN PANYU

Abstract：In resent five years,Panyu city experienced two important administrative adjustments,one is turning country into district,and the other is the Panyu district is divided into two districts.In such kind of administrative adjustment,there arose many questions that worth to pay attention to.By analyzing the performance of the turning country into district,the adjustment is successful.However,because of the lag of the change of the governments' function and the administration reform,turning country into district is restricted only to a means of integrating the regional resources.So,the only means to promote the analysis performance of turning city into district is to innovate the administrative system,to change the vision scale,to recognize the regional discrepancy,to set up humanistic administrative pattern,to optimize the industrial structure,to pay attention to the employment of the peasants who lose their farm,to perfect the land utilizing system,etc,in the process.And by this can we considerate urbanization of the countryside and promote the quality of urbanization.
